China Telecom 4G Equipment Tender Blocked By MIIT

As 4G licensing stepped to countdown stage, insiders predicted the licenses would be granted by MIIT in the end of this month if all goes well.

Then for this 4G, we could supply CWDM,DWDM,PLC and so on.

Following China Mobile, China Telecom also launched tenders for 4G equipment last month. But sadly, the networking plan was vetoed by MIIT(MinistryofIndustry and Information Technology) for TD-LTE weighed less. It pushed China Telecom’s tender to delay, which triggered the discontent.

According to insiders, China Telecom granted its LTE tender bids to more than 10 equipment vendors in August. The tender content includes two technologies(TD-LTE and FDD-LTE), vendors should give response before September 22. China Telecom did not affirmed the propotion of network convergence. Its main intention is to concentrate on FDD and to take TD-LTE a subsidiary role.

China Telecom sources revealed that in the initial networking plan, TD-LTE just accounted for less than 10%. Then China Telecom submitted its second scheme with a promoted proportion of TD-LTE, less than 30%. The new programme has not been approved by the Ministry of Industry yet.

Another insider from MIIT said that the rejection is reasonable since the priority is to develop TD-LTE. After all, before network convergence, TD-LTE weighs much more than FDD-LTE.

Since last year, China Telecom has constructed trial network for FDD in Shanghai, Nanjing, Guangdong and other provinces. On July 18 this year, its first 4G trial network debut in in Nanjing Asian Youth Council. Wang Xiaochu, chairman of China Telecom, has stated to the public that investment funds on 4G would top to 10 billion yuan, half of which is transferred from the funds in 3G.

Among most China Telecom companies which inclined to apply FDD-based hybrid network model, Guangdong has become a pioneer of 4G construction. ARK is in Guangdong, so it looks the CWDM and PLC could be ealier to be selected. Currently, it already deployed FDD-LTE networks in Guangzhou, Shenzhen, Dongguan and Foshan. By the end of October the scale will be expanded to other cities in the Pearl River Delta.
